On behalf of the Town of Rollinsford, New Hampshire, Consolidated Hydro New Hampshire, LLC (CHNH) is preparing to relicense the Rollinsford Hydroelectric Project (Project) with the Federal Energy Regulatory Commission (Commission). CHNH, a subsidiary of Enel Green Power North America (EGPNA), operates and manages the Project under a lease agreement with the Town of Rollinsford. The Project (FERC No. 3777) is located on the Salmon Falls River, which establishes the border between the States of New Hampshire (NH) and Maine (ME), in Strafford County, NH and York County, ME. The FERC license expires on August 31, 2021.
In accordance with the Commission’s regulations, on August 31, 2016, the Town of Rollinsford commenced the relicensing process by filing its Notice of Intent (NOI) to file an application for license and Pre- Application Document (PAD) for the Project. Also, pursuant to the Commission’s regulations, the Town of Rollinsford requested the Commission’s approval to use the Traditional Licensing Process (TLP) for this Project.
The purpose of this email is to distribute copies of those documents to potentially interested federal and state resource agencies, Indian tribes, non-governmental organizations, and members of the public. The Town of Rollinsford holds an MS4 permit from the US Environmental Protection Agency which constrains the town to manage stormwater runoff in responsible ways so as not to further impair local waterways such as the Salmon Falls River, Rollins Brook, and Fresh Creek.
The town received a grant from the Piscataqua Regions Estuary Partnership (PREP) to review and develop stormwater-related regulations to be included with the town’s subdivision regulations. Liz Durfee, a planner with the Strafford Regional Planning Commission, serves as project manager of the grant and she will provide an overview of the committee’s work.
The Planning Board will be formally reviewing the proposed stormwater regulations and will hold a public hearing on these changes in the ensuing months. This meeting is an information presentation of the topic.
The Select Board will be joining the CIP committee to work on the Capital Improvement Plan (CIP)
Voting will take place at the Town Hall on Tuesday, September 13th from 7A-7P.
The Town Clerk/Tax Collector’s office will be CLOSED Tuesday, November 13th for the election.

Important information about Marshwood busing
Morning pickup times: It has come to our attention that this past week Marshwood Middle and High School students have been getting to school late. Due to this, the bus schedule will be revised to pick up students approximately 10-15 minutes earlier. This will begin on Wednesday, September 14.
The online schedule will be updated on Monday once more accurate times have been determined. You can find it here: http://www.sau56.org/sau56-3/resources/parent-resources/bus-routes/. Please note the revised date to be sure you have the most up-to-date schedule (9-06-2016 is the old schedule).
This change will not affect pick up times for RGS students.
Activities Bus: The school board voted to make a change to the activities bus, also known as the “late bus,” that picks up students from Marshwood Middle and High Schools at roughly 4:05 and brings them to their homes. MSAD 35 has agreed to allow Rollinsford students to ride their late bus that drops students off at Central School in downtown South Berwick at no cost. Due to low numbers in ridership last year and the cost to Rollinsford taxpayers, the board determined the responsible decision would be to take MSAD 35 up on this offer.
Please note, there will be no supervision provided for students when they get to Central School. Students will be responsible for walking or getting a ride to where they need to go once they get off the bus. This change will begin Monday, October 3.

The public is invited to stop by the Colonel Paul Wentworth House in Rollinsford, NH on Sunday, September 11 from 11:00 am to 4:00 pm for a living history day showcasing America’s role in World War II.
Reenactors in period uniforms and in civilian clothing will display the uniforms, equipment and weapons of the US soldier. Visitors will be able to see a newspaper from the day after Pearl Harbor while listening to radio broadcasts from that momentous event, try out a 1940’s baseball glove, see a US machine gun crew in action, and learn about Maine and New Hampshire in World War II.
The circa 1701 Colonel Paul Wentworth House is located on Water Street in Rollinsford and is maintained by the Association for Rollinsford Culture and History (ARCH). Tours of the house will also be offered during the event. Admission is $5 for adults; the event is free to children and ARCH members. Plans are in the works for Salmon Falls Family Fun Day 2016 on SUNDAY, September 25th in Rollinsford, NH! Many exciting activities are planned to bring the families of Rollinsford together again including the Salmon Run 5k Road Race, a scavenger hunt, amazing games for the kids, Fire Department children muster and demonstrations, and a free pasta dinner made by our very own Police Officers! To top off the event organizers are planning to keep the tradition with amazing fireworks display over the Salmon Falls River. All these activities are being held at the Rollinsford American Legion on Foundry Street starting at 12 noon.
