NH Department of Revenue Offers Property Tax Relief to Low and Moderate Income Homeowners
Applications for the Property Tax Relief program due June 30
Concord, NH – As the economic recovery continues from the impact of COVID-19, the New Hampshire Department of Revenue Administration (NHDRA) is offering low and moderate income homeowners the opportunity to apply for property tax relief. NHDRA is accepting applications for its Low and Moderate Income Homeowners Property Tax Relief program through June 30, 2021. NHDRA distributed more than $886,700 through this tax relief program last year, and nearly $45 million in total since the program launched in 2002.
“We aim to provide as much support to our taxpayers as possible,” said NHDRA Commissioner Lindsey Stepp. “Although the COVID-19 situation has improved from this time last year, we understand that many face financial challenges. We will work with qualified individuals to make sure they have the option to apply for tax relief.”
An eligible applicant for Low and Moderate Income Homeowners Property Tax Relief is a person who is:
• Single with adjusted gross income less than or equal to $20,000; or
• Married or head of New Hampshire household with adjusted gross income less than or equal to $40,000; and
• Owns a homestead subject to the State Education Property Tax; and
• Has resided in that homestead as of April 1, 2020.
The application form (Form DP-8) is available on NHDRA’s website at www.revenue.nh.gov/forms/low-moderate.htm. Older versions of the form will not be accepted. Program applicants are required to submit their individual income tax returns with the application.
Taxpayers with questions should call Taxpayer Services at (603) 230-5920, press prompt 2, then prompt 2 again.
NHDRA provided the following tips to homeowners considering applying for the program:
• Applicants are reminded that NHDRA is a state taxing agency and cannot determine an individual’s federal tax liability. If applicants are unsure whether they are required to file federally, they may contact the IRS at 1-800-829-1040.
• If an applicant is not required to file with the IRS, they should check the box on the Form DP-8 indicating this.
• Homesteads held in trust must also be verified by submission of the trust document, but may still qualify for relief.
Residents who do not have internet access may request Form DP-8 by calling NHDRA’s Forms Line at (603) 230-5001.
Granite State residents can find more information about the Low and Moderate Income Homeowners Property Tax Relief program and review the status of their application on DRA’s website. NHDRA’s Taxpayer Services Division is available to answer all filing questions. NHDRA collects approximately 80% of New Hampshire’s general taxes. In light of the continued prevalence of COVID-19 cases throughout New Hampshire, the Select Board has decided out of an abundance of care for our residents and staff to continue to limit public access to Town Hall until further notice. Town Hall staff will continue to be working in the building throughout the week and are available to assist residents over the phone, through e-mail, and via the drop box located through the front door. In the event you feel that your request requires face-to-face interaction, an appointment can be made with the appropriate staff member. Please choose from the list of staff members below. Keep in mind that masks and appropriate social distancing are required of residents making use of Town Hall during these times.

In preparing your vehicle registration materials for the drop box, please continue to use the vehicle registrations procedure page. Including a phone number and/or e-mail address will ensure the best and most timely service.
Dear residents/property owners,
Due to continued uncertainties surrounding Covid-19, 2020 property tax payments must be delivered via first class mail OR placed in the Town Hall drop box. Whichever payment method you select, please be sure to include the following:
a. personal or bank check (no cash payments accepted)
b. bottom portion of your property tax bill – please include your phone number
c. if you wish to receive a paid receipt, include a self-addressed stamped envelope
To avoid accrual of interest, your payment must be postmarked or placed in the drop box on or before July 1st. For confirmation that your payment has been received, please check the self-service tax kiosk at www.nhtaxkiosk.com, or email me.

The Tax Collector and Town Clerk strive to provide residents with convenient options for completing Town business. To that end, we will “pilot” the addition of a second evening, commencing October 1, 2019 through December 31, 2019.

In addition, a new, secure drop-box has been installed in the front door of Town Hall. Residents can now safely and securely “drop” a property tax payment, auto registration renewal, dog license renewal, etc., anytime, day or night, no postage necessary! The transaction will be processed the following business day.
