Minimum Housing Standards Ordinance

The Select Board proposes to adopt a minimum housing standards ordinance and seeks comments from the public.   The proposed ordinance will be avaiable at Town Hall and the Rollinsford Public Library and is posted online here.   (There is evidence in the historical minutes that the Select Board passed a minimum housing standard “policy” on July 9, 2012 but we can find no copy of the policy passed by that Board.  While the Select Board minutes referred to the document as a “policy” it also contained penalties and fines which are more appropriately placed in an ordinance).

Proposed Increase to Transfer Station Sticker Price

The Select Board is proposing to increase the transfer station sticker price from the current price of $10 per sticker ($5 for each additional sticker) to $20 per sticker (no discount on additional stickers).   The proposed $20 price equates to $1.67 per month per user.  The transfer station revenue currently covers 28% of its operating costs; with the proposed increase the transfer station will cover 35% of its operating costs.  The differential is covered by general taxation.

Proposed Guidelines:  Construction on Class VI Roads

The Select Board is proposing the adoption of guidelines regarding granting a building permit on a Class VI road.   The guidelines have been encouraged for review by our town counsel.    The Planning Board reviewed the guidelines on September 5 and the Select Board would like to receive comments and feedback from the town via this public hearing.

The guidelines can be viewed online here.   There is a paper copy available for review at the town hall and the Rollinsford Public Library.

Public Hearing: Site Plan Review for Self-Storage Facility

NOTICE OF PUBLIC HEARING 

JUNE 6, 2017

The Rollinsford Planning Board will hold a PUBLIC HEARING on Tuesday, June 6th, 2017 at 7:00PM at the Rollinsford Town Hall to take Public Comment on a Site Plan Review submitted by Alternative Self Storage, LLC, 115 Goodwin Road, Rollinsford, NH 03869.

The application is for a proposed project to construct a self-storage building facility on a vacant parcel at 120 Green View Drive, Tax Map 2, Lot 22-2. The facility as proposed will have seven (7) steel self-storage buildings which will have mostly 10’ x 10x storage units. The facility as proposed will not be manned and will not have an office on-site.

Copies of the proposed plans are available for review at the Rollinsford Town Offices.

PUBLIC NOTICE ROLLINSFORD ZONING BOARD OF APPEALS

Case #: 17-01

The Rollinsford Board of Appeals will be in session on Thursday, June 1st, 2017 at 7:00pm at the Rollinsford Town Hall to continue the following appeal:

Herbert LaPanne of 160 General Sullivan Way, Rollinsford, NH is seeking a LOT LINE SETBACK VARIANCE to install a pre-fabricated shed 3’ from the existing lot line where as the Zoning Ordinance calls for 15’.

The Rollinsford Zoning Board of Appeals will be in session on Thursday, June 1st, 2017 at 7:00pm at the Rollinsford Town Hall to hear the following appeal:

Oak Street Storage, LLC of 163 Cranberry Meadow Road, Berwick, ME is seeking a VARIANCE from Article 5.4.2.a and Table 6.9: Permitted Uses to allow for the construction of a self-storage facility, without sewer or water utilities, in the Country Residential District, Tax Map 3, Lots 37 and 38.

Town Completes Work on Grant to Develop Stormwater Regulations

In the summer of 2015, the town received a $6,500 grant from the Piscataqua Region Estuaries Partnership (PREP) to propose stormwater regulations for development and redevelopment.   The committee was formed later that fall and worked throughout 2016 to complete a proposed draft, based upon model stormwater regulations developed by the Southeast Watershed Alliance.  Here is the final report submitted to PREP and the draft stormwater regulations.    The draft is now in the hands of the Planning Board who will take the next steps to review and act upon the regulations.

Committee members were Pat McLin (Planning Board), Mike Lapoint (Water District Commission), Mike Rollo (Select Board), and John Krebs, the town’s planning consultant.  Liz Durfee from the Strafford Regional Planning Commission served as the project manager/consultant.   The Select Board is grateful to the committee for their time and effort, to Liz Durfee who guided us through our paces and kept us on target and to John Krebs who generously donated his time to the grant.

The Town of Rollinsford is an MS4 stormwater permittee requiring the town to manage its stormwater runoff responsibly.

NOTICE OF PUBLIC HEARING

OCTOBER 4, 2016

The Rollinsford Planning Board will hold a PUBLIC HEARING on Tuesday, October 4th, 2016 at 7:00PM at the Rollinsford Town Hall to take Public Comment on a Subdivision Application submitted by Arthur Gagnon dba Diversified Builders of 188 Blackwater Road in Somersworth, NH.

The application is for a submitted plan to subdivide Tap Map 1, Lot 43-1 into five (5) lots containing eight (8) units. As proposed, an existing structure will remain on Tax Map 1, Lot 43-1 and new lots Tax Map 1, Lots 43-2, 43-3, 43-4, 43-5 will be created.

Copies of the proposed plans are available for review at the Rollinsford Town Offices.
