The Select Board and Road Agent Jeff St. Jean have been working with the Strafford Regional Planning Commission to pilot the Road Surface Management Systems (RSMS) developed by UNH’s Technology Transfer Center. A ten-year road plan (draft) was reviewed by the board and we are now ready to share this draft with the public.
The Select Board will host a public information session on the road plan on October 27, 6:30 pm in town hall.
The plan is available on the town website.
The Select Board met on Tuesday, September 20 to review the state’s guidance on the drought conditions in the state of NH. The guidance came to us via a phone conference call on Friday, September 16 with the state’s Drought Management Team. The Board voted to institute a ban on water usage in the town per RSA 41:11-d. This ban covers residential usage and pertains to residents with private wells as well as residents on the town’s public water system. The ban covers the watering of residential lawns and will become active on Tuesday, September 27. We encourage residents to read the entire ordinance and to pay close attention to the fines.
Additionally, we are providing resources that you can refer to for more information on the drought situation in the state.
The situation is a serious one. We will enforce the ban of required restrictions We also encourage residents to look for voluntary ways to conserve this most precious of natural resources by avoiding the following: washing vehicles, hosing off paved surfaces, filling swimming pools, power-washing houses.
We have created an informational page about the drought for residents. Please refer to it for important information for homeowners with private wells, information on the severity of the drought, and links to resources such as emergency financial assistance to help mitigate water issues.

The Town of Rollinsford holds an MS4 permit from the US Environmental Protection Agency which constrains the town to manage stormwater runoff in responsible ways so as not to further impair local waterways such as the Salmon Falls River, Rollins Brook, and Fresh Creek.
The town received a grant from the Piscataqua Regions Estuary Partnership (PREP) to review and develop stormwater-related regulations to be included with the town’s subdivision regulations. Liz Durfee, a planner with the Strafford Regional Planning Commission, serves as project manager of the grant and she will provide an overview of the committee’s work.
The Planning Board will be formally reviewing the proposed stormwater regulations and will hold a public hearing on these changes in the ensuing months. This meeting is an information presentation of the topic.
The Select Board will be joining the CIP committee to work on the Capital Improvement Plan (CIP)
SELECT BOARD
TOWN OF ROLLINSFORD
The Select Board proposes to sell to Lawrence Fogarty of South Berwick, Maine a 0.56 acre portion of the parcel of land located in South Berwick, Maine, across the Salmon Falls River, next to the Town hydroelectric plant. The land in question is not required to operate the hydroelectric plant and has no impact on the FERC operating license.
According to RSA 41:14-a, a process authorized by the March 2016 town meeting, the proposed sale requires the review of the Planning Board and the Conservation Commission followed by two public hearings, scheduled as follows:
Tuesday, September 6, 7:00 pm: PLANNING BOARD Review/Recommendation
Thursday, September 8, 6:30 pm: CONSERVATION COMMISSION Review/Recommendation
Monday, September 12, 6:00 pm: PUBLIC HEARING #1
Monday, September 26, 6:00 pm: PUBLIC HEARING #2
Monday, October 3: SELECT BOARD vote (as part of regular meeting)
The Select Board is pleased to announce that the Piscataqua Region Estuaries Partnership (PREP) has awarded the town a grant of $6,500 to assess its stormwater management standards and adopt model stormwater regulations (via public hearings and ballot votes).
The town has been identified as an MS4 regulated community which requires the town to come into compliance with US EPA stormwater management standards; these are most commonly implemented by municipalities through zoning or regulations, requiring public hearings and ballot votes.
The Select Board will be acquiring the services of a consulting engineer to help guide this project. We expect to conduct a public hearing this fall to introduce the town to the issues associated with the EPA stormwater management requirements.
