There will be a parking ban in effect 10/11 and 10/12 from 7am to 5pm in the downtown area for roadwork. This includes Front Street, South Street, Cross Street, Second Street, Third Street and Fourth Street.
The Select Board met on Tuesday, September 20 to review the state’s guidance on the drought conditions in the state of NH. The guidance came to us via a phone conference call on Friday, September 16 with the state’s Drought Management Team. The Board voted to institute a ban on water usage in the town per RSA 41:11-d. This ban covers residential usage and pertains to residents with private wells as well as residents on the town’s public water system. The ban covers the watering of residential lawns and will become active on Tuesday, September 27. We encourage residents to read the entire ordinance and to pay close attention to the fines.
Additionally, we are providing resources that you can refer to for more information on the drought situation in the state.
The situation is a serious one. We will enforce the ban of required restrictions We also encourage residents to look for voluntary ways to conserve this most precious of natural resources by avoiding the following: washing vehicles, hosing off paved surfaces, filling swimming pools, power-washing houses.

Willey Street will be closed to through traffic on Tuesday morning 7am-noon for culvert maintenance. This is a highly traveled road for RGS school traffic. Please seek an alternate route.
This year’s Household Hazardous Waste Collection Day will be held on Saturday, August 27. Waste will be collected from 8:30 am – 12:30 pm at the Dover Community Services Garage on Mast Road in Dover.
Most household chemicals are hazardous and improper disposal is a growing problem. Refer to our Household Hazardous Waste page to see a list of all items that you should bring to HHW Collection Day.

State primaries and national/state elections will be fast upon us. In light of that, the Select Board would like to remind residents that, per RSA 664:17, no political advertising shall be placed on, or affixed to, any public property including highway rights-of-way; nor shall they be placed on private property without the owner’s consent. The town reserves the right to remove such signs on public property.
The full statute is as follows:
664:17 Placement and Removal of Political Advertising. No political advertising shall be placed on or affixed to any public property including highway rights-of-way or private property without the owner’s consent. All political advertising shall be removed by the candidate no later than the second Friday following the election unless the election is a primary and the advertising concerns a candidate who is a winner in the primary. Signs shall not be placed on or affixed to utility poles or highway signs. Political advertising may be placed within state-owned rights-of-way as long as the advertising does not obstruct the safe flow of traffic and the advertising is placed with the consent of the owner of the land over which the right-of-way passes. No person shall remove, deface, or knowingly destroy any political advertising which is placed on or affixed to public property or any private property except for removal by the owner of the property, persons authorized by the owner of the property, or a law enforcement officer removing improper advertising. Political advertising placed on or affixed to any public property may be removed by state, city, or town maintenance or law enforcement personnel. Political advertising removed prior to election day by state, city, or town maintenance or law enforcement personnel shall be kept until one week after the election at a place designated by the state, city or town so that the candidate may retrieve the items.

Transfer Station Ordinance: Disposal of Domestic Animal Waste
In the past few years the transfer station has experienced some unfortunate incidents associated with the disposal of domestic animal waste in the trash compactor. In order to safeguard public health and well-being, the Select Board is proposing the following amendment to the transfer station ordinance (93-1). The amendment clarifies that only domestic animal waste is allowed in the compactor and only as part of a bag of solid waste. No singular containers of domestic animal waste, capped or uncapped, can be disposed of in the trash compactor.

The two open containers previously reserved for glass and plastics will now each hold glass, plastic, white paper, tin cans, and aluminum cans.
We have entered into a contract with Pinard Waste Systems of Manchester, NH, who—for a flat fee of $390/month—will pick up our single-stream recyclables each week. While this removes revenue from the town, it represents an overall cost savings. We anticipate a $10,000 reduction in capital costs in 2015 (we no longer need to replace our increasingly ineffective aluminum baler) as well as a minimum savings of $10,000 in annual operating costs.
For now, residents will be using the town’s two open containers for the single-stream recyclables. In the near future, Pinard will be replacing them with 5 smaller open-top containers. These new containers will belong to Pinard and the Select Board will review how best to dispose of the two 40-ton containers that the town owns.
We are anticipating that our residents will have a more efficient experience at the transfer station and that the town will enjoy an overall reduction in costs. The Select Board wishes to thank our road agent, Jeff St. Jean, for his efforts in helping to make these improvements.
(As background to this decision, in September Waste Management of Rochester abruptly refused to accept the plastics that the town had been hauling to them for years, saying that we had no contract with them to accept plastics — or glass. Since then, we have been hauling our plastics to Manchester at a cost of almost $1,000 per month. The increased expense precipitated our need to examine alternative approaches).
