You may or may not remember the start of the Joyce Kilmer poem about trees but if you are a fan of healthy, beautiful trees, here are some town updates about our trees – going and coming and, hopefully, staying healthy:

Tree Cutting

Earlier this year, road agent Jeff St. Jean worked with Urban Tree Service to identify almost 60 trees in the town’s rights of way that are dead.   While the Board can’t address all of these trees this year, we have contracted with Urban Tree Service to remove approximately 20 of them.    From 11/14-11/18, teams from Urban Tree will be taking down dead trees, mostly on the following roads:  Highland, Baer, Clement, Pine and Locust.   The Board will be continuing its dead-tree pruning in 2017.

Tree Planting

In case you haven’t noticed, some new trees have sprung up around town:  there are 4 new trees planted along Main Street in the State’s right of way near Paul’s Integrity Garage, a couple of new trees by the mills and most recently, a new tree in Morton Park (the small park across by the Fire Department, abutting the cemetery).    The town thanks its generous resident (who prefers to remain anonymous) for these lovely additions to our streetscapes.

PARKING BAN 10/31

There will be a parking ban in effect on October 31st from 7.30am till 6pm in the down town area. This will include: Front Street, South Street, Cross Street, Second Street, Third Street and Fourth Street. This will be to do line striping on the newly paved roads.

EMERGENCY RESPONSE TO STATE DROUGHT CONDITIONS

The Select Board met on Tuesday, September 20 to review the state’s guidance on the drought conditions in the state of NH.  The guidance came to us via a phone conference call on Friday, September 16 with the state’s Drought Management Team. The Board voted to institute a ban on water usage in the town per RSA 41:11-d.  This ban covers residential usage and pertains to residents with private wells as well as residents on the town’s public water system. The ban covers the watering of residential lawns and will become active on Tuesday, September 27.  We encourage residents to read the entire ordinance and to pay close attention to the fines.

Additionally, we are providing resources that you can refer to for more information on the drought situation in the state.

The situation is a serious one. We will enforce the ban of required restrictions We also encourage residents to look for voluntary ways to conserve this most precious of natural resources by avoiding the following:  washing vehicles, hosing off paved surfaces, filling swimming pools, power-washing houses.

ROAD CLOSURE

Willey Street will be closed to through traffic on Tuesday morning 7am-noon for culvert maintenance. This is a highly traveled road for RGS school traffic. Please seek an alternate route.

Household Hazardous Waste Collection Day

This year’s Household Hazardous Waste Collection Day will be held on Saturday, August 27. Waste will be collected from 8:30 am – 12:30 pm at the Dover Community Services Garage on Mast Road in Dover.

Most household chemicals are hazardous and improper disposal is a growing problem. Refer to our Household Hazardous Waste page to see a list of all items that you should bring to HHW Collection Day. 

Proof of residency is required.

Political Advertising & Signage

State primaries and national/state elections will be fast upon us. In light of that, the Select Board would like to remind residents that, per RSA 664:17, no political advertising shall be placed on, or affixed to, any public property including highway rights-of-way; nor shall they be placed on private property without the owner’s consent. The town reserves the right to remove such signs on public property.

The full statute is as follows:

664:17 Placement and Removal of Political Advertising. No political advertising shall be placed on or affixed to any public property including highway rights-of-way or private property without the owner’s consent. All political advertising shall be removed by the candidate no later than the second Friday following the election unless the election is a primary and the advertising concerns a candidate who is a winner in the primary. Signs shall not be placed on or affixed to utility poles or highway signs. Political advertising may be placed within state-owned rights-of-way as long as the advertising does not obstruct the safe flow of traffic and the advertising is placed with the consent of the owner of the land over which the right-of-way passes. No person shall remove, deface, or knowingly destroy any political advertising which is placed on or affixed to public property or any private property except for removal by the owner of the property, persons authorized by the owner of the property, or a law enforcement officer removing improper advertising. Political advertising placed on or affixed to any public property may be removed by state, city, or town maintenance or law enforcement personnel. Political advertising removed prior to election day by state, city, or town maintenance or law enforcement personnel shall be kept until one week after the election at a place designated by the state, city or town so that the candidate may retrieve the items.

Transfer Station Ordinance:  Disposal of Domestic Animal Waste
In the past few years the transfer station has experienced some unfortunate incidents associated with the disposal of domestic animal waste in the trash compactor.  In order to safeguard public health and well-being, the Select Board is proposing the following amendment to the transfer station ordinance (93-1).  The amendment clarifies that only domestic animal waste is allowed in the compactor and only as part of a bag of solid waste.  No singular containers of domestic animal waste, capped or uncapped, can be disposed of in the trash compactor.

Ordinance 93-1, Section II.  General Use, A. Acceptable Materials:

Solid Waste Placed in the Compactor

    1. All household non-recyclable, non-hazardous waste will be placed in the compactor to be taken to Waste Management Turnkey Landfill in Rochester, NH.
    2. The disposal of animal waste shall be limited to domesticated, household pets and must be properly contained within a bag with other household waste. Waste that is not properly contained will not be accepted.   Disposing of a singular container of animal waste, either capped or uncapped, will be considered a violation.
